What You Need to Know Before You Leave

Does Rouen have an environmental zone? Since 1 January 2022, Rouen has implemented an low emissions zone (ZFE). If you are driving towards Rouen, be aware of the emissions zones in and around Rouen (Normandy). There are environmental restrictions due to the established emissions zones. A French emissions sticker is mandatory in the permanent emissions zone (ZFE) of Rouen.

The eco sticker for France is required in the permanent emissions zone of Rouen / Normandy. This emissions zone covers the following 13 municipalities: Amfreville-la-Mi-Voie, Bihorel, Bois-Guillaume, Bonsecours, Darnétal, Déville-lès-Rouen, Le Grand-Quevilly, Le Petit-Quevilly, Le Mesnil-Esnard, Rouen, Notre-Dame-de-Bondeville, Saint-Léger-du-Bourg-Denis, and Sotteville-lès-Rouen.

Since 1 January 2022, trucks and commercial vehicles with emissions stickers 4, 5, and those without an emissions sticker are no longer allowed to enter the Rouen ZFE. From 1 September 2022, these restrictions also apply to private vehicles with emissions stickers 4, 5, and those without an emissions sticker in France. The emissions zone is permanently enforced.

Initially, there were plans to ban vehicles with a French emissions sticker category 3 from 1 January 2025. This was mandated by the French state, which classified Rouen as one of five areas that would have to implement a ban on category 3 vehicles by 1 January 2025. However, due to air pollution threshold values not being exceeded in Rouen for three of the past five years, it has been announced that this tightening of the regulation will not proceed as it is deemed unnecessary. Therefore, vehicles with a French emissions sticker category 3 will still be welcome in the Rouen metropolitan area from 1 January 2025.

As of 1 July 2024, the metropolitan area has granted owners of vehicles with emissions stickers 4 and 5 permission to travel in the ZFE for 24 days per year (up to 24 hours). However, a 24-hour permit must be applied for.

If you do not yet have a French emissions sticker, make sure to obtain one in time to avoid fines. The Rouen metropolitan area will start automated checks (with cameras) for sticker compliance by the end of 2024.
