Vote on Abolishing Low Emissions Zones in France Delayed Again

In our blog from 2025, we noted that the abolition of the French environmental zones (ZFE / LEZ) was not yet final. At that time, we anticipated that the environmental sticker would likely still be required in 2026.

This estimation continues to hold true.

The French government has announced that the final vote on the simplification bill, which includes the abolition of environmental zones, has been postponed. The vote is now expected to take place after the recent elections.

What does this mean in practical terms? Below, we explain it simply.

 

The Saga of the 'Abolition of Environmental Zones in France' Continues

The so-called simplification bill (loi de simplification) had nearly completed the entire parliamentary process:

Only one step remained:
👉 The final vote in both chambers.

This vote was scheduled for:

  • 27 January in the National Assembly
  • 29 January in the Senate

However, the government has postponed this vote until after the local elections on 15 and 22 March 2026, due to the lack of a guaranteed majority in the National Assembly. The exact date for the vote on the amendment is currently unknown.

 

Why is the Vote on the Abolition of Environmental Stickers Delayed?

There are several reasons for the delay in the vote on the abolition of French environmental zones.

1. The Bill Covers More Than Just Environmental Zones

The proposals in the simplification bill (loi de simplification) also include other measures that businesses are waiting for, such as:

  • A SME assessment
  • Relaxation of rules for infrastructure projects
  • Looser regulations for data centres

According to Minister Laurent Panifous, the government wants to avoid these measures (which have consensus) being jeopardised if the entire bill is rejected due to the debate over environmental zones. Therefore, they are trying to find a broader compromise first. 

 

2. Environmental Zones are a Politically Sensitive Topic

The low-emission zones were introduced under President Emmanuel Macron and have been in effect since 2019 (expanded in 2021).

They have become a significant political symbol.

  • The right and far-right call the measure socially unjust;
  • Opponents refer to it as discrimination against lower incomes;
  • Supporters highlight its importance for public health;

According to official figures, air pollution in France causes approximately 40,000 premature deaths each year. Supporters view environmental zones as primarily a public health measure and still consider it essential to control air pollution levels.

The divide between left and right is substantial. This was also evident from the narrow first vote in the National Assembly: 275 votes for, 252 against.

 

Previous Compromises Have Failed

The government previously attempted to:

  • Retain environmental zones only in Paris and Lyon;
  • Propose an adjusted version through the joint committee;

However, both proposals were rejected.

The current delay is intended to “allow room for compromises.” Whether these will actually materialise remains uncertain, especially considering the historical context of previous compromises.

 

What Does This Mean for the Abolition of Environmental Zones?

The delay means, for now:

  • 🗳️ Resumption is likely after March 2026
  • ⚖️ The political landscape may change after the elections

The timeline has shifted once again.

 

What Does This Mean for Drivers in 2026?

For the time being, nothing will change. It is highly likely that the environmental sticker (Crit’Air) will still be mandatory in cities where a ZFE applies in 2026.

Important to know:

  1. Even with national abolition, municipalities may retain environmental zones.
  2. Major cities like Grenoble and Strasbourg already have their own regulations.
  3. Local authorities may choose to continue their ZFE independently.

Even with a national abolition, the sticker may still be required locally, meaning that the need for the sticker continues even if the national law changes.
